2020年4月29日，美国贸易代表办公室（USTR）发布年度特别301报告。阿尔及利亚、阿根廷、智利、中国、印度、印度尼西亚、俄罗斯、沙特阿拉伯、乌克兰和委内瑞拉被列入优先观察名单。报告称对中国以下问题表示担忧：强制的技术转让制度，需要继续为加强知识产权保护和执法进行根本性结构改革，包括商业秘密盗窃、商标保护障碍、网络盗版和假冒、假冒商品生产和出口以及药品创新障碍等问题。
